Here’s my plan
First, we need to fix the basics—and fix them right. Clean streets. Safe neighborhoods. Affordable homes. Reliable services.
These are the fundamentals that make our city livable—not just for the wealthy or well-connected, but for working people, families, students, seniors, and everyone building a life here.

The Flywheel means that fixing one part of the system makes the next fix easier, faster, and more powerful. And when it’s all turning at once, the city doesn’t just survive, it thrives.

Housing People Can Actually Afford
We’ll break the housing logjam with a Six-Point Acceleration Plan. The Housing Fast Lane will approve code-compliant projects in 90 days or less. Zoning reform and “missing middle” housing will open thousands of parcels to fourplexes, sixplexes, and mid-rise housing—especially near transit. Public land will be unlocked through Build First LA, where 10,000+ units per year are permitted before financing, using modular construction. Housing Corps LA will train 25,000 local workers over four years to build fast and affordably. Capital from public and private sources will flow through simplified pipelines, while a Yes to Housing ballot initiative and communications campaign will make clear: we’re done with obstruction. Building a home is an act of love, not resistance… and LA is going to build again.
Safe Haven communities: A Real Plan for Street Homelessness
Our homelessness crisis demands structure, not just sympathy. Safe Haven Communities will provide secure, 24/7 spaces for people living in tents or RVs—places with bathrooms, showers, mental health support, case managers, and a clear path forward. Each person will be part of a Bridge to Housing plan to transition them to permanent housing as it becomes available. These communities will be built across all council districts on city- or state-owned land, starting in areas with the highest need. Once zones are open, encampments will be cleared with both compassion and clarity. No one gets left behind. But no one is left on the sidewalk, either.
Safety You Can Count On
You can’t have freedom without safety. We’ll fully staff LAPD to 10,000 officers, but also modernize how we deploy them. Through Police Prep LA, we’ll recruit locally, invest in cadet programs, and prioritize underrepresented ZIP codes. We’ll shift hundreds of desk jobs to civilians and rebalance patrols based on real 911 data. A citywide Response Time Guarantee will set a new standard: 7 minutes or less. Meanwhile, unarmed Mental Health Response Units will handle nonviolent crisis calls—freeing officers to focus on real threats. Finally, we’ll embed Neighborhood Trust Teams in every division—officers and civilians whose job is to show up, build relationships, and keep peace. When safety is visible, reliable, and respectful, the whole city breathes easier.
Clean Streets, Functional Neighborhoods
We begin where people live — on the blocks, sidewalks, and alleys where life actually happens. The Fix-the-Basics Blitz will deliver 10,000 pothole repairs, 5,000 trash clean-ups, and 3,000 sidewalk fixes in the first 100 days. We’ll fund Clean LA Zones in every neighborhood with direct-hire local crews tackling trash, graffiti, and illegal dumping. Every block will be rated through Neighborhood Scorecards, updated monthly. We’ll expand Green Alleys and cooling infrastructure where they’re needed most. And we’ll launch Grow LA, a front-yard garden program that rewards residents for planting food or native plants. All of this is tracked and reported through the rebranded MyLA Now app—because civic pride starts with the city keeping its promises.
Open for Business Again
LA has become a place that businesses leave. We’re going to reverse that. Open for Business LA will replace the outdated gross receipts tax with a flat, fair system that rewards growth. The 10-Day Permit Guarantee will ensure small and midsize businesses get up and running without endless delays. Through Storefront Forward, we’ll invest in upgrades, security, and façade improvements in commercial corridors that have been left behind. And we’ll focus on industries of the future—green tech, media, AI, food production—offering targeted incentives to relocate, stay, and grow here. Jobs bring stability, dignity, and tax revenue. A thriving LA is one where you can afford to build something, and where your city actually helps.
Explore LA: Bring Tourists, and the Magic Back
Tourism is one of LA’s superpowers, but we’ve let the magic fade. Through Explore LA, we’ll relaunch our global identity with a focus on neighborhood-based destinations—not just Hollywood. The Tourism Infrastructure Fund will reinvest hotel taxes into the streets, signs, and lighting that make visitors feel welcome and locals feel proud. We’ll clean up Metro stations, ensure 24/7 safety in pedestrian corridors, and build real-time transit-linked guides. And we’ll launch 100 Days of LA, a rotating calendar of city-backed food, sports, music, and culture events that highlight every part of the city. Tourists come when the city works. But more importantly, we come back—into the streets, the culture, and the life we built here together.
I Believe in Los Angeles
I’ve spent most of my life in Los Angeles — riding the bus from Sherman Oaks to Venice, watching the city’s murals take shape, and believing every neighborhood was full of possibility. But the Los Angeles I came home to in 2018 was different. More expensive. Less safe. And too many people had stopped believing it could change. I haven’t.
